Antitrust Radar derives the intervention rate only when merger decisions, Phase One remedies, Phase Two remedies, and prohibitions are all published for the same jurisdiction-year. It is an activity ratio, not an OECD score or a measure of enforcement quality.

The observatory preserves sample size, reporting grain, and missingness instead of collapsing unlike series into one score.

What the series establish

Reported authority resources and counts of selected investigations, procedures, decisions, merger outcomes, and market studies.

Balanced panels

Each aggregate indicator uses the jurisdictions that supplied comparable data for every published year in that indicator. Sample size therefore varies by metric, and aggregate series with different samples should not be treated as a single balanced panel.

Publication window

Most aggregate and all jurisdiction series cover 2015-2024. Bid-rigging and industry views begin in 2021.

What they cannot establish

OECD Competition Trends counts describe reported authority resources and activity. They do not measure enforcement quality, deterrence, competitive impact, legal correctness, market concentration, consumer welfare, or a causal effect of enforcement.
